The intent of the ESRD Program has always been to provide a lifesaving treatment to people with failing kidneys. Dialysis and kidney transplantation has saved many lives, but because of its status as an entitlement funded by taxpayer dollars, the program has always been considered a ‘guinea pig’ for government initiatives. Are they aimed at saving money or improving quality?
